Removes the age restriction (previously 16-65) for employed persons with disabilities to qualify for medical assistance, allowing those 65 and older to remain eligible.

Adds asset protection for individuals transitioning from the employed persons with disabilities program due to loss of earnings, allowing assets up to $20,000 to be disregarded for 12 months.

Creates asset and income protections for individuals reaching age 65 who have been continuously enrolled in the employed persons with disabilities program for 24 months prior, disregarding qualifying assets and spouse income when applying for elderly medical assistance.

Modifies asset limitation provisions in the medical assistance program to exclude assets of spouses of program enrollees when determining eligibility upon reaching age 65, except for long-term care services.

Appropriates unspecified general fund money to the commissioner of human services for fiscal year 2012 to implement the provisions.
