Eliminates the positions of first and second assistant sergeant-at-arms, postmaster, and assistant postmaster from the House of Representatives officer elections, effective July 1, 2012.

Requires the Legislative Coordinating Commission to provide geographic information systems services to the legislative branch through agreements with executive agencies or private vendors, with redistricting services prohibited from executive branch agencies.

Mandates the Legislative Coordinating Commission adopt a records retention policy by July 1, 2012, applicable to the House, Senate, and all other legislative branch entities, and publish the policy on the commission's website.

Preserves existing records retention policies adopted by legislative branch entities until the Legislative Coordinating Commission adopts a unified policy.
