Changes commissioner authority from "shall" to "may" regarding management of central motor pools for state agencies in St. Paul and other locations within the state.

Requires commissioner to reduce state-owned vehicles by 15 percent by June 30, 2015, compared to July 1, 2011 baseline, with optimal reduction determined by the commissioner during fiscal years 2012-2015.

Mandates commissioner to conduct inventory of state-owned and leased vehicles and maintenance/fueling facilities, and establish consolidation or privatization processes including minimum use criteria, vehicle auctions, commercial leases, and facility transfers.

Requires commissioner to establish state policies and guidelines for vehicle acquisition, use, maintenance, cost recording, performance evaluation, replacement, and emission standards for newly acquired vehicles.

Authorizes commissioner to delegate vehicle acquisition and maintenance authority to other agencies, with each delegated agency required to assign a fleet manager and conduct annual reviews; commissioner must periodically audit fleet operations.
