Requires at least 95% of local, state, and federal revenue to be allocated to individual school sites, with education boards retaining up to 5% of facility sale proceeds for administrative costs.

Education boards and their schools are exempt from most statutes and rules applicable to traditional school districts, subject to the same requirements as charter schools under existing law.

School boards converting to education boards must notify the commissioner at least 90 days prior to conversion and cannot deny initial site-governed school proposals from existing school sites.
