Establishes new law in Minnesota Statutes chapter 136A regarding student records and data from nonpublic higher education institutions.

Shields nonpublic institutions of higher education from liability for breaches of confidentiality, disclosure, use, retention, or destruction of student data provided to the Office of Higher Education.

Liability exemption applies when breaches result from actions or omissions by the Office of Higher Education or persons granted access to data by that office.

Applies to student data or records provided pursuant to sections 136A.05 (subdivision 1), 136A.121 (subdivision 18), or 136A.1701 (subdivision 11).
