Directs 50 percent of mining royalty income to the permanent university fund's mineral research account (up to $50,000,000) for the Natural Resources Research Institute-Duluth and Coleraine facilities, effective January 1, 2011.

Allocates the other one-half of mining royalty income (up to $25,000,000) to an endowment for operating a mining, metallurgical, or related engineering degree program at University of Minnesota Mesabi Range Community and Technical College and for student scholarships.

Designates remaining mineral royalty income over the $25,000,000 engineering allocation to the endowed scholarship account for University of Minnesota undergraduate resident students based on scholastic achievement.

Creates a new forestry research endowment from timber sales and related income to support the Natural Resources Research Institute-Duluth and Coleraine facilities for forestry-related research, effective January 1, 2011.

Requires the Board of Regents to report biennially to legislative education committees on scholarship disbursements and to environment and natural resources committees on mineral research account usage.
