Authorizes local governments to acquire used public safety equipment through single source procurement without competitive bidding when equipment is clearly limited to one supplier and price is best established through direct negotiation.

Allows local governments to issue certificates of indebtedness or capital notes to finance public safety equipment leases for up to 15 years for both new and used equipment.

Defines public safety equipment as vehicles and specialized equipment used by fire departments for firefighting, ambulance and emergency medical services, rescue, and hazardous materials response.

Exempts long-term lease obligations for public safety equipment from net debt calculations under section 475.53 and excludes them from constituting statutory debt.

Eliminates the requirement for voter approval in connection with public safety equipment lease agreements authorized under this law.
