Commissioner of Management and Budget must reinstate State Employee Group Insurance Program (SEGIP) coverage for employees and their spouses who made premium payments for October 2010 but did not receive premium notices for November 2010.

Reinstatement requires submission of a written, signed statement to the commissioner asserting non-receipt of the November 2010 premium notice.

Reinstatement does not apply if the commissioner proves the person signed a United States Postal Service receipt confirming delivery of the November 2010 premium notice.

Commissioner must notify eligible persons within ten days of the effective date of the opportunity to reinstate coverage, with reinstatement becoming effective upon receipt of premium payments.

Effective the day following final enactment (May 28, 2011).
