Authorizes the commissioner of public safety to appoint a county deputy registrar of motor vehicles for Scott County, notwithstanding existing distance and transaction volume requirements.

Establishes the new deputy registrar office as an extension of Scott County's license bureau at the new library in the city of Elko New Market.

Grants the new office full authority to function as a registration and motor vehicle tax collection bureau.

Requires the office to operate during the same hours as the Elko New Market library.

All other provisions of Minnesota Statutes section 168.33 and Minnesota Rules chapter 7406 regarding deputy registrar appointment and operation apply to the new office.
