Designates an assistant commissioner within the Department of Education to coordinate early childhood services and programs across state agencies with the goal of achieving full kindergarten readiness for all children by 2020.

Requires aligning state budget allocations and non-state/non-public funds with programs needed to support kindergarten readiness, while avoiding duplication and maximizing available funds.

Mandates establishment of an annual statewide report card as an accountability framework to assess provider effectiveness and inform decisions on funding, initiatives, regulations, and training.

Expands statewide implementation of a quality rating and improvement system for early childhood providers.

Authorizes the commissioner of administration to issue reorganization orders transferring functions among the Departments of Education, Human Services, Health, and other agencies to improve efficiency in administering early childhood programs, subject to governor approval and federal law restrictions.
