Reduces timeframe for teachers to request a hearing after receiving notice of discharge or demotion from 10 days to 5 days.

Requires hearings to be held within 20 calendar days after the teacher's request for a hearing is granted or after the board provides notice.

Limits paid suspension to the first 30 days; any suspension beyond 30 days is unpaid, and boards may reduce salary to the time charges were filed minus amounts paid during the first 30 days.

Changes the period for teachers to correct deficiencies in termination cases (for inefficiency, neglect of duty, conduct unbecoming, or other good cause) from "reasonable time" to a specific 180 days after receiving written notice.

Effective dates vary: June 30, 2011 for collective bargaining agreement provisions; September 1, 2011 for discharge and hearing procedures.
