Board of Teaching must adopt rules establishing a statewide teacher performance assessment system aligned with Minnesota's K-12 academic standards and accommodating locally adopted alternative measures including teacher portfolios.

Teacher performance assessments must include training and reliability reviews for evaluators, integrate with board-approved teacher preparation requirements, and correspond to allocated state and local resources.

Board must convene an expert group (with at least one-third classroom teachers) to advise on performance standards, assessment design, scoring, and establish a statewide training program for evaluators.

Board must periodically analyze assessment validity and reliability, eliminate bias, establish standards for satisfactory performance, and revise teacher preparation program approvals to ensure candidates develop measured competencies.

Performance assessments must be ongoing, integrated into teacher preparation programs, and provide formative feedback to help candidates improve while supporting licensure recommendations and new teacher induction plans.
