Commissioner of administration must issue a request for proposals by July 1, 2011 for strategic sourcing consulting services to improve methods for analyzing and reducing state spending on goods and services.

Selected vendor must complete a proof-of-concept phase at no cost to the state by implementing proposed solutions on selected procurement processes to demonstrate potential savings.

State must implement vendor recommendations statewide if the proof-of-concept phase produces material savings, with vendor payment coming from resulting savings according to negotiated contract terms.

Commissioner may select a vendor from proposals by September 1, 2011 and must report progress to the governor and relevant legislative committees by January 15, 2012.

$220,000 is appropriated for fiscal year 2012 and $213,000 for fiscal year 2013 from the general fund to the commissioner of administration for these purposes.
