Implements a salary freeze effective July 1, 2011, prohibiting state employees from receiving any salary or wage increases, including across-the-board raises, cost-of-living adjustments, step increases, and lump-sum payments, with an exception for promotions or transfers to higher-responsibility positions.

Prohibits state appointing authorities from entering collective bargaining agreements that increase salary or wages in violation of the freeze and bars interest arbitration related to prohibited salary increases.

Requires the commissioner of management and budget to allocate $199,236,000 in reductions to general fund appropriations for executive branch agencies for fiscal year 2011 by March 31, 2011.

Exempts general education and special education programs from reductions and limits additional reductions to Minnesota State Colleges and Universities and University of Minnesota to levels established in prior law.

Reduces appropriations for fiscal year 2011 to the House of Representatives ($96,000), State Auditor ($41,000), Attorney General ($500,000), and Secretary of State ($127,000).
