Allows parents of eligible children (deaf, hard of hearing, blind, visually impaired, or multiply disabled) to apply directly to Minnesota State Academies for placement without prior individual education planning team approval.

Establishes trial placement period of 60-90 calendar days at the academies, with academy staff determining appropriateness and inviting the resident school district's individualized education program team to participate.

Makes Minnesota State Academies the responsible serving school district during trial placement with full due process obligations, while the resident school district remains responsible for transportation.

Requires academy staff to convene an individualized education program team meeting before trial placement ends to determine whether to continue or change the child's placement.

If the academy team and parent cannot agree on continued placement, the child reverts to the placement in effect immediately before the trial placement began.

Effective July 1, 2011.
