Allows the State Agricultural Society's annual financial audit to be conducted by either an independent private auditor or the legislative auditor, with audit costs paid to the state general fund if the legislative auditor performs the work.

Removes the requirement that audit summaries be certified specifically by the "legislative auditor," allowing certification by any qualified auditor.

Expands the legislative auditor's ability to use carryforward funds from previous biennia to cover audit costs related to Minnesota Constitutional Article XI, section 15 funds and audits of Minnesota State Colleges and Universities.

Makes the carryforward provision effective the day following final enactment.
