Authorizes Minnesota Department of Transportation to award construction manager/general contractor (CM/GC) contracts using a two-phase selection process, limited to no more than four contracts per calendar year.

Establishes a two-phase procurement procedure: Phase 1 involves a request for qualifications (RFQ) to short-list firms and a request for proposals (RFP) evaluated by a technical review committee, and Phase 2 involves contract negotiations with the highest-ranked firm for preconstruction services followed by a final construction contract.

Requires CM/GC contractors to self-perform a minimum of 30 percent of negotiated construction costs, with specialty items permitted to be subcontracted.

Classifies certain procurement documents as protected nonpublic data during the selection and negotiation phases, with public disclosure occurring when the short list is announced or after contract execution.

Mandates the Commissioner of Transportation submit an interim report after accepting five CM/GC contracts and a final report after accepting ten contracts, including project cost comparisons, evaluation of the procurement method, and recommendations regarding program continuation or modification; all new authority expires after ten contracts are accepted.
