Extends the deadline for existing charter school authorizers to apply for commissioner approval from June 30, 2011 to June 30, 2012.

Requires authorizers to receive commissioner approval before submitting any affidavit to charter a school, with approval or disapproval required within 60 business days of the application deadline.

Establishes criteria for commissioner approval including applicant's capacity and infrastructure, application criteria and process, contracting process, oversight and evaluation processes, and renewal criteria and processes.

Authorizers failing to submit timely application by the deadline become ineligible to charter a school.

Effective the day following final enactment.
