Eliminates the Environmental Quality Board as a standalone entity and converts it to a convened board of state commissioners (Administration, Commerce, Pollution Control Agency, Natural Resources, Agriculture, Health, Employment and Economic Development, Transportation) plus the Board of Water and Soil Resources chair, chaired by a governor's office representative.

Reassigns Environmental Quality Board duties to the Clean Water Council for water resource planning, groundwater protection coordination, and nonpoint source pollution control activities.

Transfers responsibility for the energy and environmental strategy report from the Environmental Quality Board to the Commissioner of the Pollution Control Agency.

Removes Environmental Quality Board review requirements from various agency reporting obligations, directing reports instead directly to legislative committees with jurisdiction over environment, natural resources, and agriculture.

Repeals numerous statutes related to the Environmental Quality Board's structure and operations (sections 116C.02-116C.08, 116C.71, 116C.721-116C.724, and others) while maintaining board functions through alternate structures.
