Expands felony charges to include causing "great or substantial bodily harm" to public safety dogs, in addition to killing them.

Changes gross misdemeanor language from "substantial or great" to "demonstrable" bodily harm.

Creates new misdemeanor offense for assaulting a public safety dog that does not result in demonstrable bodily harm.

Establishes mandatory restitution for all violations, covering replacement dog purchase and training costs plus veterinary services, with courts able to reduce amounts for indigent defendants or order installment payments.

Applies to police dogs, search and rescue dogs, and arson dogs when in law enforcement, fire, correctional investigation, or under control of authorized handlers, effective August 1, 2011.
