Extends reemployment rights protections to nonpublic employees (those not employed by Minnesota state or local government) who engage in active military service during a declared state emergency.

Nonpublic employees are entitled to leave from their civilian positions and reinstatement in the same manner as public employees, with reemployment rights protected under Minnesota law.

Adds convalescence leave for public employees recovering from injuries or diseases incurred during active military service, documented by a line-of-duty determination form signed by military authority.

Defines "active service" by reference to Minnesota Statutes section 190.05, subdivision 5.

Section 1 effective the day following final enactment; Section 2 effective July 1, 2012, and applies to persons serving in state active service on or after that date.
