Establishes a safe routes to school program administered by the commissioner of transportation to provide grants and financial assistance for capital investments in nonmotorized transportation infrastructure to and from public schools.

Creates two accounts for program funding: a bond proceeds fund account for state bond-eligible costs on publicly owned property, and a general fund account for other eligible expenses.

Requires applicants to submit detailed project descriptions, cost estimates with funding sources, needs assessments, school board resolutions of support, project timelines, and other information prescribed by the commissioner.

Establishes evaluation criteria including improvements to transportation safety and nonmotorized transportation, compliance with Federal Highway Administration requirements, and other commissioner-determined components.

Appropriates $3,000,000 from state general obligation bonds to the commissioner of transportation for safe routes to school grants and authorizes the sale and issuance of up to $3,000,000 in state bonds to fund the appropriation.
