Increases the maximum prevailing hours of labor from 8 hours per day to 10 hours per day, while maintaining the 40-hour per week limit.

Restricts the existing prevailing wage rate definition in subdivision 6 to apply only to work done in metropolitan counties.

Creates a new subdivision 6a establishing a different prevailing wage rate definition for nonmetropolitan counties based on mean hourly compensation rather than the largest number of workers standard.

Requires the Department of Labor and Industry to determine and certify prevailing wage rates at least once every two calendar years for highway and heavy construction projects ($25,000+) and commercial-type construction projects ($2,500+).

Appropriates $112,000 from the general fund in fiscal year 2013 to the Commissioner of Labor and Industry for implementation, effective January 1, 2013.
