Establishes response to intervention (RTI) as the sole method for determining eligibility for specific learning disabilities based on insufficient student achievement and progress, replacing the severe discrepancy model.

Requires the Commissioner of Education to adopt rules by July 1, 2014 mandating scientific research-based instruction, collaborative team approaches, data-based problem analysis, progress monitoring, and intervention plans with at least 80 percent compliance in implementation.

Prohibits denial of special education evaluation based on failure to meet the 80 percent instruction length requirement under the RTI model.

Directs removal of intelligence quotient testing in determining emotional and behavioral disorders and adoption of a positive behavior and intervention supports model instead.

Requires the St. Croix River Education District to reestablish the Minnesota Response to Intervention Center through a state contract (August 1, 2011 to June 30, 2013) to provide training, consultation, and technical assistance to school districts on RTI implementation.
