Reduces Legislative Commission on Planning and Fiscal Policy from 18 members (9 senate, 9 house) to 12 members (3 senate appointed by committee, 3 by senate minority leader, 3 house appointed by speaker, 3 by house minority leader).

Transfers fiscal note preparation responsibility from individual state departments and agencies to the Legislative Commission on Planning and Fiscal Policy.

Adds new duties to the commission: prepare fiscal notes on pending legislation, review revenue estimates on pending legislation, review local government impact notes, and prepare forecasts of state revenues and expenditures.

Creates an executive director position for the commission and authorizes hiring of additional staff and contracting for necessary services.

Appropriates $1,502,000 for fiscal year 2012 and $1,429,000 for fiscal year 2013 to the Legislative Commission; appropriates $1,500,000 for fiscal year 2012 for fiscal note information systems; reduces Department of Management and Budget appropriations by $253,000 annually.
