Raises contribution thresholds from $100 to $250 for candidates accepting contributions and associations making contributions to candidates or political committees

Creates new "ballot question political committee" and "ballot question political fund" definitions to allow organizations to make expenditures specifically for promoting or defeating ballot measures

Increases independent expenditure thresholds from $100 to $1,000 in aggregate per calendar year before requiring registration of independent expenditure or ballot question political funds

Expands Campaign Finance and Public Disclosure Board jurisdiction to investigate violations of sections 211B.04, 211B.12, and 211B.15 related to candidates and political committees, and grants board authority to impose civil penalties and issue compliance orders

Eliminates requirement that candidates receiving public subsidies must expend at least 50 percent of distributed general account funds before the general election
