Amends Minnesota Statutes section 120A.40 to allow school districts to begin the school year before Labor Day if the district canceled at least two instructional school days in the previous five years because of a flood.

Adds this flood-related exception as a fourth circumstance under which districts may commence school before Labor Day, joining existing exceptions for construction projects of $400,000 or more, cooperative agreements, and agreements with adjoining state districts.

Takes effect the day following final enactment.
