Requires agencies to submit contested cases to the Office of Administrative Hearings for disposition instead of deciding cases internally, effective August 1, 2012, for cases initiated on or after that date.

Allows the administrative law judge's report or order to constitute the final decision in a contested case by agency order.

Permits parties to enter into a written agreement, with agency approval, to submit contested case issues to arbitration by an administrative law judge under Minnesota Statutes sections 572.08 to 572.30 as an alternative to standard contested case proceedings.

Directs the revisor of statutes to present conforming statutory changes to the legislature by January 15, 2013, to incorporate the new contested case procedures.
