Amends Minnesota Statutes section 375.18 to grant counties authority to exercise powers necessary for duties delegated by the state, adopt ordinances for health and safety, and provide for general welfare, provided actions are not inconsistent with state or federal law.

Counties must not act in conflict with powers and duties of other political subdivisions within the county, and authority is subject to section 471.633.

Establishes the Minnesota Accountable Government Innovation and Collaboration (MAGIC) Act to develop and test alternative county service delivery models focused on performance measures and outcomes rather than processes.

Limits pilot projects to maximum of ten per state agency and two per county, each substantively different from others, with implementation periods of 12 to 36 months.

Requires counties to submit detailed business plans including performance measures, outcome goals, implementation timelines, stakeholder consultation procedures, and contingency plans for project abandonment; coordinator and state agency commissioners must approve performance measures and outcome goals within 60 days.

Counties must provide annual reports by December 15 on pilot project progress, and coordinator must compile all reports into statewide report to governor and legislature by January 15 each year.
