Prohibits charter schools that did not use a four-day week plan in the 2010-2011 school year from implementing one in the future.

Requires charter schools that used a four-day week plan in the 2010-2011 school year to discontinue it by the 2014-2015 school year.

Removes four-day week plans from the list of flexible learning year program alternatives available to school districts.

Prohibits the commissioner of education from approving new four-day week plans, with existing approvals expiring July 1, 2014.

Effective the day following final enactment.
