Establishes a new process under Minnesota Statutes 168A.142 allowing owners to obtain or reissue certificates of title for manufactured homes that were previously affixed to real property.

Requires applicants to provide an affidavit of severance recorded with the county, an attorney or title insurance company opinion confirming no liens or encumbrances exist, proof of ownership of both the manufactured home and real property, and a property tax payment statement from the county.

Amends existing statutes to clarify that manufactured homes are distinct from motor vehicles, require title certificates (except when affixed to real property), and must meet property tax payment requirements before title issuance.

Exempts certain manufactured homes from property tax payment requirements, including those sold by park owners under specific statutes and homes for which title is reissued under the new unaffixing process.

All provisions are effective August 1, 2012.
