Authorizes Minnesota State Patrol to provide security and protection to the governor, governor-elect, and both houses of the legislature after consultation with the governor or designee.

Allows State Patrol commissioner to require security protection for Supreme Court justices, legislators, and constitutional officers (other than governor) for limited periods in response to credible threats to their lives or safety.

Establishes an Advisory Committee on Capitol Area Security with six members: lieutenant governor (chair), two senators (one from each party), two house representatives, and the chief justice of the Minnesota Supreme Court or designee.

Committee shall meet quarterly to assess safety and security risks in the Capitol Area and provide recommendations to the governor and legislature regarding security priorities, strategies, and funding by January 15 of each year.

Committee expires June 30, 2022, and initial appointments must be completed by July 30, 2012.
