Amends Minnesota Statutes section 125A.03 to require school districts to provide special instruction and services meeting minimum federal special education requirements for children with disabilities from birth through July 1 after age 21.

Removes language referencing suspension and expulsion services requirements under federal regulation 34 CFR 300.121(d) and streamlines the definition of "special instruction and services" to align with federal law.

Directs the Commissioner of Education to amend or repeal special education rules using expedited rulemaking to eliminate requirements that exceed federal special education law, effective immediately upon enactment.

Repeals numerous state statutes and administrative rules related to special education (Minnesota Statutes sections 121A.43, 121A.67, 125A.023, 125A.06-125A.60 and related Minnesota Rules parts 3525.0300-3525.3600) effective for the 2011-2012 school year and later.
