Allows federal substance testing under Code of Federal Regulations title 49, part 40 to fulfill Minnesota's drug and alcohol testing requirements for type III vehicle drivers.

Exempts individuals subject to federal testing requirements (49 CFR parts 219, 382, or 655) from Minnesota's substance testing law (sections 181.950 to 181.957).

Applies only to type III vehicle drivers who already comply with federal transportation workplace drug and alcohol testing programs.

Maintains all other existing requirements for type III vehicle operators, including background checks, physical exams, training, and driver's license verification.
