Adds automatic license revocation for teachers terminated or discharged by a school board for maltreatment of a minor in any school facility, without right to a hearing.

Allows teachers whose licenses are revoked under the new maltreatment discharge provision to petition for reconsideration only if they can prove their termination was wrongful through court reversal or pardon.

Requires school boards to provide training to all district employees on mandatory child maltreatment reporting responsibilities, including criminal penalties for failure to report abuse in school facilities.

Directs the Commissioner of Education to maintain and make available a model policy for schools to use when educating employees about mandatory child maltreatment reporting.
