Commissioner of Human Services shall identify and coordinate with one or more counties to issue foster care licenses and authorize funding for people with autism receiving home and community-based services under Minnesota Statutes sections 256B.092 or 256B.49.

Eligible children must be in an out-of-home placement approved by the lead agency with legal responsibility for the placement, with no restriction on an individual's choice of provider.

Commissioner shall assist interested counties in obtaining necessary capacity within the moratorium under Minnesota Statutes section 245A.03, subdivision 7.

Commissioner shall issue a request for information to identify providers with training and skills to meet the needs of individuals with autism in foster care.

Commissioner shall develop an optional certification for home and community-based services waiver providers demonstrating competency in working with individuals with autism, with recommended language and implementation plan due to legislative committees by February 15, 2013.
