Appropriates unspecified bond proceeds to the Commissioner of Administration to design, construct, furnish, and equip a veterans home in Montevideo.

Authorizes the Commissioner of Administration to accept land and monetary contributions from private individuals, businesses, local governments, veterans service organizations, and other nonstate sources to provide matching funding for federal funding applications.

Directs the Commissioner of Management and Budget to sell and issue state bonds in an unspecified amount to fund the appropriation, following procedures outlined in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
