Amends Minnesota Statutes section 315.15 to establish that Catholic parishes shall be governed by the congregation with voting rights for all parish members.

Requires congregational approval at a special meeting for any proposed merger, termination, or transfer/sale of assets of a Catholic parish.

Permits ten parish members to request a special meeting to consider proposed parish actions.

Mandates that special meetings be scheduled at times when the full congregation can reasonably attend and that all members receive mail notice 14-21 days before the meeting.

Guarantees every congregation member an equal vote on proposed merger, termination, or asset transfer actions.
