Establishes the Minnesota Youth Council within the Minnesota Alliance With Youth, consisting of four members from each congressional district plus four at-large members, aged 13-19, serving two-year terms with a maximum of two terms.

Members selected through application and interview process conducted by the Minnesota Alliance With Youth, with efforts to ensure gender and ethnic diversity; one-half of initial members serve one-year terms.

Council duties include providing advice to legislature and governor on youth issues, serving as liaison for youth statewide, mentoring on political education in communities, and submitting annual activity reports.

Council shall partner with nonprofits, private sector, and educational resources to fulfill its duties.

Creates a Youth Council Advisory Committee in the legislature that meets at least twice yearly during regular sessions, with authority to select bills for public hearings, propose youth legislation, provide advisory opinions, and prepare a youth omnibus bill.
