Establishes the "Marriage and Family Protection Act" to legalize same-sex marriage in Minnesota by allowing marriage between two persons regardless of gender or sexual orientation.

Removes prohibition on same-sex marriage from Minnesota Statutes section 517.03, which previously listed marriage between persons of the same sex as a prohibited marriage.

Changes marriage definition in section 517.01 from "a man and a woman" to "two persons" to allow gender-neutral marriage contracts.

Removes from section 363A.27 the clause that prohibited recognition of same-sex marriage rights under state law.

Directs the revisor to replace gender-specific terms like "husband" and "wife" with gender-neutral term "spouse" throughout Minnesota Statutes and Rules, and updates marriage license application language from "bride and groom" to "parties."
