Requires school districts to provide school counseling services at a maximum ratio of 325 students per licensed school counselor for grades 9-12 and 475 students per counselor for kindergarten through grade 8 by the completion of the 2015-2016 school year.

Mandates the Department of Education report by February 1, 2016, and every five years thereafter on the average student-to-school-counselor ratios in Iowa, North Dakota, South Dakota, and Wisconsin.

Requires school districts to adjust their student-to-counselor ratios beginning the 2016-2017 school year to not exceed the reported state averages from neighboring states.
