Proposes a constitutional amendment to repeal Article XI, section 15 of the Minnesota Constitution, eliminating a three-eighths of one percent sales and use tax increase that began July 1, 2009.

The tax increase was dedicated to protecting drinking water sources, wetlands, prairies, forests, wildlife habitat, arts and cultural heritage, parks and trails, and lakes and rivers until 2034.

Requires submission of the amendment question to voters at the 2012 general election for approval.

Transfers remaining balances in the parks and trails fund, outdoor heritage fund, clean water fund, and arts and cultural heritage fund to the general fund if the combined balance is less than $5,000,000 on January 1, 2013; otherwise issues a sales tax rebate to taxpayers.

Repeals Minnesota Statutes sections 85.53, 97A.056, 114D.50, and 129D.17 related to the dedicated tax funds and their purposes.
