Requires teacher candidates to pass (rather than "successfully complete") a skills examination in reading, writing, and mathematics before receiving initial teacher licensure.

Mandates that colleges and universities offering board-approved teacher preparation programs provide remedial assistance with a formal diagnostic component to candidates who do not achieve a qualifying score, including English language learners.

Eliminates the provision allowing school districts to provide remedial assistance to out-of-state teachers with one-year licenses who did not pass the skills exam.

Removes the previous allowance for teachers to renew one-year licenses for two additional periods while working toward passing the skills examination.

Requires out-of-state teaching license applicants to pass Minnesota's skills examination in reading, writing, and mathematics before the Board of Teaching issues a teaching or temporary teaching license.
