Prohibits unlicensed persons from using the title "professional engineer," abbreviations like "P.E." or "PE," or any representation that would mislead the public about licensure status.

Prevents state and public entities from requiring additional tests or examinations beyond professional engineer licensure unless they affirmatively determine that the license is inadequate to protect public welfare.

Expands the Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience, and Interior Design to 21 members, including representatives from each profession and five public members.

Establishes licensing fees with application fees of $25 for in-training applicants and $75 for professional license applicants, $120 per biennium for initial licensure or renewal, examination administration fee of $100, and $25 for verification requests.

Requires 24 professional development hours per two-year renewal period for all licensed professionals, with a mandatory 2 hours dedicated to professional ethics that cannot be carried over, and increases record-keeping requirements from two to four years.
