Extends the deadline for the Housing and Redevelopment Authority in Oakdale to request certification of original tax capacity for specified tax increment financing districts from July 1, 2013 to December 31, 2017

Applies to redevelopment districts in Oakdale comprising 14 parcels in one area and 2 parcels in another area, identified by specific parcel identification numbers

Deems six specific parcels (3102921320054, 3102921320055, 3102921320056, 3102921320057, 3102921320061, and 3102921330004) as meeting statutory occupancy requirements if buildings were demolished after authority adoption of a resolution and certification is requested by December 31, 2017

Allows the authority to elect to have original tax capacity certified as the tax capacity of the land for deemed-occupied parcels, notwithstanding contrary statutory provisions

Becomes effective upon compliance by the city of Oakdale with statutory notice requirements
