Amends Minnesota Statutes section 124D.041, subdivision 3, to create exemptions to the state reciprocity agreement for enrollment transfers between Minnesota and adjoining states.

Exempts enrollment transfers between a Minnesota school district with fewer than 250 total students located within five miles of (but not directly bordering) South Dakota and school districts in an adjoining state, if the Minnesota district has an agreement with one or more South Dakota school districts.

Maintains existing exemptions for school districts with fewer than 150 pupils exempted under adjoining state law and transfers under board agreements initiated in fiscal year 2009 to serve discontinued grade levels.

Requires payments to adjoining states to be made according to section 127A.45, subdivision 16, and clarifies that reciprocity agreement provisions override standard tuition payment and enrollment transfer provisions.

Effective for the 2012-2013 school year and later.
