Establishes civil immunity for program administrators and volunteers of the "Beyond the Yellow Ribbon" program who provide services in good faith to active or reserve service members and their families, except for willful, wanton, or reckless acts or omissions.

Defines covered services as voluntary assistance related to home maintenance, transportation, physical or emotional health, personal finances, or similar needs provided before, during, or after military mobilization or deployment for contingency operations.

Extends civil immunity reciprocally to recipients of program services, protecting them from liability for damages caused by service providers unless resulting from willful, wanton, or reckless acts or omissions by the recipient.

Carves out exceptions to immunity for acts covered by insurance policies, services provided during regular employment with compensation, and uninsured professional services unless the provider gives written notice to the program and service recipient.

Adds "military service status" as a protected class under Minnesota's business discrimination statute, prohibiting businesses from refusing service or discriminating in contract terms based on a person's military service status absent a legitimate business purpose.
