Changes language in Minnesota Statutes section 122A.18 to require teacher candidates to "pass" rather than "successfully complete" a basic skills examination in reading, writing, and mathematics before receiving an initial teaching license.

Requires colleges and universities offering teacher preparation programs to provide remedial assistance with formal diagnostic components to candidates who fail the skills exam, including support for English language learners.

Requires school districts to provide similar remedial assistance and mentoring to out-of-state trained teachers employed with one-year licenses who do not achieve qualifying scores.

Eliminates provisions allowing one-year license renewals for up to two additional periods for candidates who have not passed the skills exam.

Mandates the Board of Teaching provide annual reports to education committees on examination results, including total test takers, pass/fail rates, score distributions, and repeat test taker data.
