Amends Minnesota Statutes section 117.52, subdivision 4 to require contested case proceedings before an administrative law judge if a person disputes either the amount of relocation assistance offered or a denial of relocation assistance by an acquiring authority.

Grants the administrative law judge authority to determine both eligibility for and amount of relocation assistance, with the judge's determination constituting a final decision in the case.

Requires the acquiring authority to pay all costs of the contested case proceedings, including charges billed by the Office of Administrative Hearings.

Takes effect the day following final enactment and applies to relocation assistance claims and eligibility claims pending on or made after the effective date.
