Requires the Minnesota Commissioner of Education to obtain specific legislative authority before finally adopting any revised and realigned academic standards and graduation requirements in rule, while still allowing preparation and review under Chapter 14 procedures.

Establishes cyclical review schedules for academic standards in mathematics (beginning 2015-2016), arts (beginning 2016-2017), science (beginning 2017-2018), language arts (beginning 2018-2019), and social studies (beginning 2019-2020).

Mandates that students complete algebra I by end of eighth grade and algebra II (or equivalent) for students graduating in 2014-2015 or later, with similar requirements for science including chemistry, physics, or career and technical education credits.

Requires the Commissioner to embed technology and information literacy standards into state academic standards and to examine alignment of each standard with college readiness and advanced work requirements during each review cycle.

Directs school districts and charter schools to establish periodic review cycles for local academic standards in health, world languages, and career and technical education, with implementation timelines determined locally.
